The Working Group
The Affordable Housing Working Group is a citizens advisory committee established
by the Council to assist the Council and Town staff in implementing important housing
programs identified in the Housing Element. (Members of the Working Group.)
The Working Group is currently working on an employee housing ordinance, an
affordable housing in-lieu fee program, and an administrative guidelines and procedures
manual for the Town's affordable housing programs. More information on these

The Working Group will resume their discussion on in-lieu fees at their
May 15th meeting.

Draft Workforce Housing Ordinance
The Working Group has prepared a draft workforce housing ordinance and has
forwarded the draft ordinance to the Planning Commission and Town Council for their
consideration and adoption. The Commission and Council will hold public hearings on
the draft ordinance and accept public comment. The tentative dates for the hearings
are:

The Working Group discussed economic analyses prepared by Bay Area Economics for
the employee housing ordinance currently being drafted by the Working Group and the
inclusionary housing ordinance which has already been adopted by the Town Council..
Definitions for "Above

The Working Group discussed the definitions for "above moderate
income household" and "Truckee region" for the administrative guidelines
and procedures.

Affordable Housing
The Working Group discussed whether secondary residential units should be
allowed to be counted as required affordable inclusionary and workforce housing
units.

Guidelines and Procedures and In-Lieu Fee Program
The Working Group discussed the outline and contents for preparation of
the affordable housing administrative guidelines and procedures and the affordable housing
in-lieu fee program.
Affordable
Rent and Sales Price Restrictions
The Working Group discussed administrative guidelines and procedures for
calculating affordable rent and affordable sales price including, but not limited to,
utility allowances, homeowner's association dues, insurance, and criteria for mortgage
financing.
